Subcommittees

Expert subcommittees conduct in-depth work in specific areas of the LTSS system and develop recommendations for the Steering Committee.

HOW subcommittees work

Focused Expertise. Structured inquiry.

The LTSS Work Group will establish up to four subcommittees, each focused on a specific area of the LTSS system. 

We are now recruiting members for Subcommittees 1 and 2, launching in August 2026. If you have relevant expertise, lived experience, or a professional perspective to contribute or if you know someone who does, we want to hear from you.

Each subcommittee works independently within its scope, with guidance from the Steering Committee, and brings its findings and recommendations back to the Steering Committee for deliberation.

Subcommittee topics are determined by the Steering Committee following its initial meetings.

Four areas of focused inquiry.

1 — Workforce and Direct Care Capacity

FORMING — LAUNCHING AUGUST 2026

Colorado’s direct care workforce — the people who support individuals with disabilities and older adults in their homes and communities — is in short supply, and the shortage is felt across every service type and region. This subcommittee will examine what structural changes could make direct care a more viable and sustainable field, what a well-designed direct care system would look like, and what it would take to build it.

Subcommittee members will be posted here once the committee is formed.

2 — Case Management and Care Coordination

FORMING — LAUNCHING AUGUST 2026

People with disabilities and older adults should be able to enter Colorado’s LTSS system and navigate it in a way that is consistent, clear, and actually gets them the care they need. Too often, that is not what happens. This subcommittee will examine the case management and care coordination system — how people get in, how they move through it, and what it would take to make it work the way it should.

3 — System Sustainability and Total Cost of Care
